Explanation
The City of Columbus is divided into 74 wards for the purpose of conducting elections. Due to population growth in certain areas of the City it has become necessary to adjust these existing wards to ensure elections can be administered efficiently. It is now necessary to further subdivide Columbus by creating thirteen (13) new wards and amending fourteen (14) existing wards. This action is being taken upon the recommendation of the Franklin County Board of Elections and with the support of the Franklin County Democratic Party and the Franklin County Republican Party.

To supplement Chapter 103 of the Columbus City Codes, 1959, by the amendment of Sections 103.01, 103.015, 103.11, 103.37, 103.45, 103.46, 103.47, 103.57, 103.58, 103.63, 103.68, 103.70, 103.72, and 103.74, and by the enactment of Sections 103.76, 103.77, 103.78, 103.79, 103.80, 103.81, 103.82, 103.83, 103.84, 103.85, 103.86, 103.87, and 103.88, and to repeal the existing sections being amended; and to declare an emergency.

WHEREAS, the Columbus City Council has subdivided the City of Columbus into wards; and
WHEREAS, due to the population growth in certain areas of the City, it is necessary to further subdivide the City by creating thirteen (13) new wards and amending fourteen (14) existing wards; and
WHEREAS, this action is being taken upon the recommendation of the Franklin County Board of Elections with the support of the Franklin County Democratic Party and the Franklin County Republican Party; and
WHEREAS, an emergency exists in the usual daily operation of the City, in that it is immediately necessary to further subdivide the City into eighty-seven (87) wards so that this recommendation can take effect at the earliest possible date, thereby preserving the public health, peace, prosperity, safety and welfare, now, therefore
