BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Traffic Pedestrian Signal Equipment with Baldwin & Sours Inc. and Path Master Inc. The Division of Traffic Management is the sole user of traffic control products. Traffic Pedestrian Signal Equipment are used to assist with crosswalks on the streets throughout Columbus. The term of the proposed option two (2) contracts would be approximately two years, expiring January 31, 2026, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on December 7 , 2023. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO002253.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.18 relating to competitive bidding (Request for Quotation No. RFQ026351). Two (2) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Baldwin & Sours Inc., CC# 004700 expires 9/7/2024, Items# 1-6 & 11-13, $1.00
Path Master Inc., CC# 006583 expires 12/6/2024, Items# 7-10, $1.00
Total Estimated Annual Expenditure: $200,000.00, Division of Traffic Management, the sole user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because it is needed to support the agency without an interruption of supply of product that is near depletion.

The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
