Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into a capital improvements agreement with the City of Hilliard, Ohio, for the construction of the Upper Scioto West Subtrunk, Hayden Run Road Area Sanitary Sewer Improvement Project.
The City of Hilliard, Ohio, has plans of installing the infrastructure to allow for a 15 acre commercial development that will be the site of BMW Financial Services, along Hayden Run Road near I-270. The Division of Sewerage and Drainage has intentions of extending an existing sanitary subtrunk west, paralleling Hayden Run Road. This extension will serve acreage within the City of Columbus that is generally located east of I-270, in the vicinity of Hayden Run Rd. This agreement will reimburse the City of Hilliard for the cost of extending the sewer to I-270, which will be included in their project that will continue the subtrunk extension west of I-270 to the proposed BMW Financial Services commercial development. The City of Hilliard has further agreed to provide the construction plans and specifications and the permanent and temporary easements at no cost to the City of Columbus. In exchange for this, the City of Columbus agrees to reimburse the City of Hilliard for documented construction and related costs that are associated with the subject capital improvements project, up to a maximum of $711,755.75.
B. Bid Information: In accordance with Section 186 of the Columbus City Charter, this contract shall contain a guaranteed maximum cost and stipulate that the City of Columbus shall pay within such maximum the cost of labor and materials to be paid to the City of Hilliard. As a condition of the agreement, the City of Hilliard is required to comply with the competitive bidding procedures of Section 329 of the Columbus City Codes, "Procurement of Goods and Services:, and with the Prevailing Wage Requirements of Chapter 4115 of the Ohio Revised Code.
