Explanation

BACKGROUND: This ordinance authorizes the Public Service Director to renew a lease agreement on behalf of the Facilities Management Division with 3042 Trust c/o Decker Construction Company for the rental of property for the Police Division. The Police Division uses this office space for the Community Policing Center #15 and the Strategic Response Bureau. The original lease period was April 1, 1996 to March 31, 1997 and was authorized by Ordinance 346-96. That lease agreement had provisions for five one-year renewal clauses for a total of six years. Ordinance 378-02, passed by Council on March 11, 2002, authorized a new lease with 3042 Trust c/o Decker Construction Company in the amount of $190,232.48. This recent lease also contains provisions for renewal options, which permits the Facilities Management Division to renew the lease annually for five additional one-year terms, pending Council approval. This renewal period, April 1, 2003 through March 31, 2004, is the first of the five renewal options.

EMERGENCY action is requested so that the lease agreement can be approved as soon as possible.

FISCAL IMPACT: The Facilities Management Division budgeted $198,184.32 for this lease in 2003. Historical expenditures are: 2002- $190,232.48, 2001 - $180,292.68, 2000 - $176,176.84, 1999 - $171,576.04.
