Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Service to grant consent and propose cooperation with the Ohio Department of Transportation (ODOT) relative to the FRA-71-17.22 Ramp project, PID 123987.
The aforementioned effort encompasses converting the I-71 southbound exit ramp to Main Street from a one-lamp ramp to a two-lamp ramp and paving a portion of East Main Street.
2. FISCAL IMPACT
There is no anticipated cost to the City for this project, as ODOT shall assume and bear all associated preliminary engineering, right-of-way acquisition, and construction costs.
3. EMERGENCY DESIGNATION
Emergency action is requested to enable the Department of Public Service to return a certified copy of this legislation to ODOT no later than January 30, 2026, so as to ensure that project proceeds in a timely manner.

WHEREAS, the Ohio Department of Transportation (ODOT) is administering the FRA-71-17.22 Ramp project, PID 123987, which encompasses installing analytical cameras to convert the I-71 southbound exit ramp to Main Street from a one-lamp ramp to a two-lamp ramp and paving a portion of East Main Street; and
WHEREAS, this improvement project is within the Columbus corporate boundaries; and
WHEREAS, this legislation authorizes the Director of Public Service to grant consent and propose cooperation with ODOT relative to the aforementioned effort; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the passage of this legislation to enable the Department of Public Service to return a certified copy of this legislation to ODOT no later than January 30, 2026, so as to ensure that proj...
