Explanation
BACKGROUND: This ordinance authorizes the purchase of sixty (60) Apple iPad Air 2 tablets for the Fire Division from an existing State of Ohio Term Schedule Contract with Insight Public Sector. These Apple iPad Air 2 tablets are for use in the Training Bureau’s programs at the Division of Fire.

The Training Bureau currently utilizes conventional text books and printed materials for training classes. The purchase and integration of the Apple iPad Air 2 tablet in the Training Bureau programs will result in a cost savings with the use of the tablets and digital training manuals, as opposed to printed text books, and will also result in virtual elimination of paper. Digital publications (ePubs or eBooks) of training manuals will be downloaded onto the Apple iPad tablets; the ePub and eBook formats permit students and instructors to interact with the content such as search, highlight or mark-up text, and place bookmarks. In addition to a cost savings in training materials, utilization of the Apple iPads and digital publications of training manuals eliminate approximately two (2) tons of paper for one (1) class of forth-five (45) students and five (5) instructors, from Recruit Training through Apprenticeship, thus supporting the Mayors Green Initiative. The Apple iPads offer the use of technology in training which allows instructors to create and customize the educational environment with virtual simulations that can be run with fire, EMS, and safety which improves street level skills. Additionally, the Apple iPads allow for testing, evaluation, assignment completion, collection, and grading with immediate statistical data upload; information and content can be loaded and modified in real time and then disseminated to all students which enhances Instructors ability to teach by improving the learning environment for students.
