Title: To authorize the Public Service Director to modify and extend agreements with the Mid-Ohio Regional Planning Commission and the Ohio Department of Transportation for continued operation of the Paving the Way program through December 31, 2004, for the Transportation Division, and to declare an emergency. Explanation
The Public Service Department, Transportation Division, has operated the Paving the Way program since 1990. This program provides up-to-date road construction information to the public and to the media, including information on road closures, detours, and alternative routes; technical advice for construction-related activities and safety tips. A website is updated daily.

Partial funding for the program is provided by the Mid-Ohio Regional Planning Commission (MORPC) and the federal government [the latter's funding is passed through the Ohio Department of Transportation (ODOT)]. Ordinance 1654-2000 passed by City Council on July 10, 2000 authorized the Public Service Director to execute agreements necessary for this purpose. Ordinance 2665-2003 passed by City Council on December 8, 2003 modified and extended the agreement through July 31, 2004.

This legislation authorizes the Public Service Director to extend these agreements as appropriate through December 31, 2004.

Fiscal Impact: No additional funding is required at this time. The legislation will allow current grant funds to be used to the greatest extent possible. A new grant agreement is being made ready for approval when current grant funds are exhausted.

Emergency action is requested to provide for the agreements being extended as soon as possible to memorial current working arrangements and avoid any service interruptions.
