Explanation

1. BACKGROUND:

A. Need: To authorize and direct the Director of Public Safety, Division of Police, to enter into contract with Helicopter Minit-Men, Inc. for the purpose of providing maintenance for the helicopters that the Division of Police operates. Due to higher maintenance costs on replacing major parts on the helicopters and the fact that our new helicopter purchased June of 2005 has not been delivered, there was insufficient funding for December 2005 and service needs to be continued through January 2007.

B. Bid Information: Since the company is the sole company offering this unique service in the Columbus area, this contract will be entered into in accordance with the sole source procurement provisions.

C. Contract Compliance No: 31-0648665

D. Emergency Designation: Emergency legislation is requested in order to process payment of the December 2005 monthly helicopter maintenance invoice.

2. FISCAL IMPACT

$732,819.00 has been budgeted in the Police's General Fund budget in 2006 for helicopter maintenance. $604,460.00 was encumbered for this contract in 2004 and in 2003 and due to higher maintenance costs these additional funds will be needed in 2006.
