Explanation
Background:
This ordinance will enable the Director of Recreation and Parks to enter into a contract with the IATSE Local 112 (International Alliance of Theatrical Stage Employees and Motion Picture Machine Operators) for stagehand services for Music In the Air events in 2007 and with the IATSE payroll company, Theatrical Payroll Services of Central Ohio (TPSCO) to enable payment of the IATSE stagehands. IATSE will provide stagehands on an as-needed basis for technical services. The union guarantees that trained personnel are available according to the schedule set forth by the Department.
Due to the unique nature of services provided, the department is requesting the waiver of the bidding provisions of the Columbus City Codes to enter into a contract with IATSE and TPSCO for City equipment with City facilities and park property.

Emergency action is requested in order to allow stagehands sufficient time to perform necessary equipment preparation and maintenance prior to performance beginning in June.
Fiscal Impact:
$25,000.00 is required from the Recreation and Parks Operating Fund to meet the financial obligation of this contract.
$19,947.52 was spent in 2006 and $17,836.96 was spent in 2006 for these services.

To authorize and direct the Director of Recreation and Parks to enter into a contract with IATSE Local 112 (International Alliance of Theatrical Stage Employees and Motion Picture Operators) for professional services in conjunction with Music In the Air events being held in 2007, and with the IATSE payroll company, Theatrical Payroll Services of Central Ohio (TPSCO), to waive competitive bidding requirements, and to authorize the expenditure of $25,000.00 from the Recreation and Parks Operating Fund, and to declare an emergency.
