Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into a development agreement with Community Housing Partnership for street and infrastructure improvements in the public right of way as part of the Columbus Housing Initiatives Project, Capital Improvement Program. Community Housing Partnership is constructing seven affordable homes. The project is located in the Columbus Public School District and located in an area south of Main Street, north of Livingston Avenue and east of James Road.
Emergency action is requested so that development agreement can be in place during the construction season.
FISCAL IMPACT: Funds for this project are located in the 2005 capital improvements budget.

To authorize the Director of the Department of Development to enter into a development agreement with Community Housing Partnership for infrastructure construction reimbursement as part of the Columbus Housing Initiatives Project, Capital Improvement Program; to authorize the expenditure of $126,000 from the Voted 1995, 1999 Streets and Highways Fund for this purpose; and to declare an emergency. WHEREAS, the Director of the Department of Development desires to enter into a development agreement with Community Housing Partnership for street and infrastructure improvements in the public right of way; and
WHEREAS, the project is located in the Columbus Public School District and located in an area south of Main Street, north of Livingston Avenue and east of James Road; and
WHEREAS, Article I. Chapter 901.01 of the Code of the City of Columbus, Ohio 1959, authorizes the Director of the Department of Development to enter into an agreement providing for such improvements; and
