Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with the Community Shelter Board (CSB). The contract will provide $1,131,000.00 from the General Fund and $500,000 from the Emergency Human Services Fund for the purpose of continuing the city's support of the CSB's Family Housing Collaborative, Emergency Shelter and Community Engagement Center programs. These programs have effectively and efficiently enabled our community to help individuals and families who are homeless resolve their housing crisis.
CSB will be required to submit four quarterly invoices for the total of $1,631,000.00 and each quarterly invoice shall be for $407,750.00. The contract between the City and CSB will authorize the City to terminate the contract upon thirty days notice at the City's sole discretion.
The Family Housing Collaborative houses some of the sheltering system's neediest families in a non-facility based program. This program has a housing success rate of 100%. The Community Shelter Board coordinates several Emergency Shelter programs and facilities in order to provide a secure and clean place to sleep, access to basic services (e.g. meals and health care), supportive services and crisis assistance to homeless individuals. The Community Engagement Center at Maryhaven provides services that meet the basic needs of men and women who are publicly intoxicated and homeless. The programs goal is to empower these individuals to take the essential first steps to a better life that includes stable housing.
This legislation is presented as an emergency because of the need to continue program services without interruption.
FISCAL IMPACT: Funds for this contract are allocated from Emergency Human Services Fund ($500,000) and the FY2003 General Fund ($1,131,000).
