Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with General Temperature Control, Incorporated for the Marion Franklin Boiler Replacement 2025 Project. The contract amount is $127,800.00, with a contingency of $13,000.00, for a total of $140,800.00. An additional $2,500.00 is being authorized for interdepartmental inspections and fees for a total of $143,300.00 being authorized by this ordinance.

The current boiler system at Marion Franklin Community Center has reached the end of its life cycle. The system is no longer operational. A complete replacement of the boilers and boiler piping is needed to provide a comfortable heated environment for the community that visits this facility.

Vendor Bid/Proposal Submissions (Office of Diversity and Inclusion designation status):

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on September 8, 2025 and received by the Recreation and Parks Department on September 23, 2025. Bids were received from the following companies:

General Temperature Control, Incorporated: $127,800.00
Hydro Mechanical: $170,219.00
S.A. Comunale Co., Inc.: $188,300.00
Aggressive Mechanical, Inc.: $288,000.00

After reviewing the bids that were submitted, it was determined that General Temperature Control, Incorporated was the lowest and most responsive bidder. General Temperature Control, Incorporated and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.
