Explanation

BACKGROUND: The Board of Health has a need for web site services that feature protocols in the event of
an emergency. This ordinance is needed to authorize a contract with Resource One for $29,000.00 for
the period May 1, 2004 through August 30, 2004.

This contract was not competitively bid as a contract currently exists with Resource One through the
Department of Technology for these same services and because of the funding source there is insufficient
time to execute the competitive bid process. In 2003 the Department of Technology went through a
comprehensive bid process with nine vendors for these services prior to awarding the contract to
Resource One.

Emergency action is requested to authorize this contract so the web site work can be completed consistent with the grant periods of the funding sources.

FISCAL IMPACT: The funds for this contract are budgeted in the Health Department Grants Fund, Public Health Infrastructure and Metropolitan Medical Response System, Fund 251.

WHEREAS, $29,000.00 in grant funds have been made available through the Ohio Department of Health and the U.S. Department of Health and Human Services for the Public Health Infrastructure and the Metropolitan Medical Response System programs for web site services for the period May 1, 2004 through August 30, 2004; and,

WHEREAS, it is necessary to authorize a contract with Resource One for web site development services; and,
