Explanation
1. BACKGROUND: This legislation authorizes the Director of Finance and Management to enter into a construction contract, on behalf of the Office of Construction Management, with General Maintenance & Engineering Co., for the Roof Restoration & Replacement Phase II (2024) project, in the amount of $2,860,000.00, and to encumber funds with the Department of Public Service for prevailing wage services in the amount of $3,000.00.
Work under this project includes replacing roofs of four City buildings with the scope including masonry, sheet metal works, equipment movement, pipe replacement works on the roofs, and other such work as may be necessary to complete the contract in accordance with the bidding documents. Those roofs include:

Fire Station #5
Fire Station #27
Police Substation #2
2. CONSTRUCTION CONTRACT AWARD: The project was let by the Office of Construction Management through Vendor Services and Bid Express. Five hundred forty-five (545) vendors were solicited.
The Director of Finance and Management publicly opened two (2) bids on May 23, 2025.
1. General Maintenance & Engineering Co. $2,860,000.00
2. Harold J. Becker Company, Inc. $3,292,850.00
General Maintenance & Engineering Co.’s bid was deemed the lowest, best, most responsive and responsible bid in the amount of $2,860,000.00. Their DAX Vendor Account No. is 6022 and expires 12/10/26.
3. EMERGENCY DESIGNATION: Emergency designation is requested so new roofs can be installed in optimum weather per the manufacturer’s standards.
4. FISCAL IMPACT: Funding for this project will not be available until proceeds of the 2024-2025 bond sale are available at a future date, therefore, it is necessary to certify the required funds, in the amount of $2,863,000.00, against the General Fund 1000, Income Tax Set Aside Subfund 100099. The fund will be reimbursed upon receipt of the bonds.
