Explanation
BACKGROUND: The Board of Health has been awarded a grant from the Ohio Department of Health originated by the Center for Disease Control. The purpose of this ordinance is to accept and appropriate $94,000 in grant money for the Childhood Lead Poisoning Prevention Project for the City of Columbus. This project develops and implements a program for the prevention of childhood lead poisoning through on-site testing and educational activities. This grant is for the period July 1, 2003 through June 30, 2004. This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: The CDC Childhood Lead Poisoning Prevention Project is funded by the Ohio Department of Health. The project will not generate revenue or require a City match.

To authorize the Board of Health to accept a grant from the Ohio Department of Health in the amount of $94,000; to authorize the appropriation of $94,000 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency. ($94,000)

WHEREAS, grant funds have been made available from the Ohio Department of Health for the Childhood Lead Poisoning Prevention Project; and,
WHEREAS, it is necessary to accept these funds from the Ohio Department of Health for the implementation of the Childhood Lead Poisoning Prevention Project; and,
WHEREAS, this ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to accept this grant from the Ohio Department of Health and to appropriate these funds...
