Explanation
1. Background
In 1961, pursuant to Ordinance 1032-61 the City of Columbus vacated a portion of Goshen Lane within the referenced ordinance but subject to a general utility easement. The Department of Public Service recently received a request from the property owner, the Columbus Regional Airport Authority, asking that the City release the easement over the property they own within this area. In addition, the Columbus Regional Airport Authority also requests the City to vacate 0.408-acre portion of the easement right-of-way of Goshen Lane within their current ownership. The right-of-way area is south of Bridgeway Avenue and north of said portion of Goshen Lane vacated in Ordinance 1032-61. Right-of-way area runs north and south directionally for approximately 539.07 feet in length and is approximately 33 feet in width. Abutted by parcel 520-164556 on the east, 520-164561, 010-096157 on the west to clear title.
After receiving this request, the Department of Public Service Division of Infrastructure Management verified with all public and private utility companies that there are no public utilities or need for this easement, located within the previous portion of Goshen Lane vacated in Ordinance 1032-61 and the additional 0.408-acre tract. The City will not be adversely affected by the vacation of the 0.408-acre easement right-of-way, located within the requested area, and that they have no objections to this portion of easement or right-of-way being released and vacated.
The following legislation authorizes the Director of the Department of Public Service to execute those documents necessary to release the easement within ordinance 1032-61 and vacate the right-of-way as described below and within the attached exhibit, to allow for the property to clear title.
2. Fiscal Impact
There is no fiscal impact to the City for granting the request to release the easement and vacate the right-of-way.
