Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Quality Masonry Company, Inc. for renovation of the building exterior at the Jerry Hammond Center, 1111 East Broad Street. The renovation is necessary due to water penetration remediation on the exterior of the building.
Formal bids were solicited and seven firms submit bids on March 10, 2011 as follows (1 ^MBE, 0 FBE):

General Maintenance & Engineering Company $324,520.00
Advanced Restoration Contractors, Inc. $333,000.00
Midwest Maintenance Inc. $359,663.00
General Restoration Corporation $399,860.00

The Office of Construction Management recommends the bid award be made to the most responsive and best bidder, Quality Masonry Company, Inc.
Emergency action is requested so that the renovation can begin immediately so that water does not damage interior areas.

Fiscal Impact: The cost of this contract is $227,000.00. The current unencumbered cash balance in the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund for 1111 East Broad Street -Exterior Masonry is $150,000.00. An additional $77,000.00 will be transferred between projects within the Construction Management Capital Improvement, Gov'l B.A.B.'s (Build America Bonds) Fund.
