Explanation
BACKGROUND: The Division of Police, Department of Public Safety, needs to purchase a Robotic Total Station Forensic Mapping System. This item is needed for the operational needs of the Division of Police's Accident Investigation Unit. This mapping system will be used to respond to emergencies of fatal and near fatal accidents and other investigations as needed.
Bid Information: A formal bid was advertised through the Purchasing office (Solicitation No. SA004152) and bids were received on November 3, 2011 for the purchase of the Total Station Forensic Mapping System. Only one bid was received from the following vendor:
VS Visual Statement, Inc. (Majority) $27,946.30
The Division of Police recommends acceptance of the bid submitted by VS Visual Statement. Inc. as being the lowest and only bid received that met all the specifications.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.
Emergency Designation: Emergency legislation is requested to expedite the process of the award so the system can be installed as soon as possible to be used by the accident investigators.

FISCAL IMPACT: Funds have been appropriated in the Law Enforcement Seizure Funds for this purchase. Therefore, there will be no financial impact on the Division of Police General Fund budget for this purchase.
