Explanation
Need: This ordinance is to authorize the Executive Director of the Civil Service Commission to modify the contract and increase the maximum authorized expenditure in the contract with ForPsych Corporation for psychological screening of public safety recruits in preparation for upcoming Police and Fire Academy classes. Funding is typically added annually or prior to each academy class. The contract’s requirements cannot be awarded through other procurement processes since this is a professional services contract that has already been awarded through the regular Request for Proposals process. The cost for the services provided in this contract have not increased since the initial contract was approved.
Bid Information: The City of Columbus Civil Service Commission published a Request for Proposals (RFP 016428) for these services and accepted proposals through October 1, 2020. A contract with ForPsych Corporation, the next most responsive bidder, was authorized and executed after a contract with the originally selected vendor, Association for Psychotherapy, Inc., was suddenly terminated in early 2021. Since this is a professional services contract that was awarded through the regular Request for Proposals process and authorized by Council (Ordinance 1156-2021), no additional bidding/procurement steps are required at this time.
Emergency Designation: Emergency legislation is requested in order to allow sufficient time for the Department of Public Safety to continue to schedule police and fire candidates for upcoming recruit classes.
Contract Compliance Number: CC033463, expires October 1, 2022.
FISCAL IMPACT: Funding for these additional services was NOT budgeted in the Civil Service Commission’s 2021 General Fund budget, but once transferred, can be covered by available Object Class 01 funds previously appropriated to the Commission.
