Explanation

Background: The Franklin Park Conservatory Joint Recreation District (FPC) is seeking to expand the Franklin Park Conservatory to include a new parking deck and visitors center at the western end of their property. However, to do the expansion, FPC has requested the City deed an additional 0.863 +/- acre tract of land to FPC. This legislation authorizes the Director of Recreation and Parks Department to accept a 27.961 acres +/- tract of land, previously deeded by the City to FPC, pursuant to instrument number 202002110021029, Recorder’s Office, Franklin County, Ohio; and, to quitclaim deed the 27.961 acre +/-tract of land back, plus the 0.863 acre +/- tract of land to FPC, which quitclaim deed will include reversionary clauses that require FPC to build a new parking lot for the City’s Espy Adaptive Sports Complex, allows park visitors to FPC bathroom facilities during normal operating hours, and, subject to applicable parking fees, provides the general public access to the FPC underground parking garage for use by park visitors.

Fiscal Impact: No funding is required for this legislation.
