Explanation
Background: This legislation is to modify the existing Reimbursement Agreement For Northland Roadways Phase 1 with Columbus Urban Growth Corporation by increasing the dollars allocated by $150,000.00. The existing agreement allocates $1,300,000.00 for the construction of certain roadways but needs $150,000.00 more to pay for higher than estimated engineering fees, yielding a total of $1,450,000 for the project. A companion project, Northland Mall Demolition, has $200,000.00 of unneeded funds remaining due to lower than estimated demolition costs. Companion legislation decreases the Northland Mall Demolition contract by $150,000, from $1,100,000 to $950,000.
Fiscal Impact: The total contract dollars will increase by $150,000, to $1,450,000. These funds will be transferred from the Northland Mall Demolition contract that has $200,000.00 available in unneeded funds and is contingent on the passage of companion legislation, Ordinance 1379-2004, that reduces the contract dollars by $150,000.00.
Emergency Justification: This legislation is an emergency measure to allow all funds to be amassed for the roadway project prior to commencing construction.

To authorize and direct the Director of the Department of Development to amend the Reimbursement Agreement For Northland Roadways Phase 1 with Columbus Urban Growth Corporation by increasing the dollars allocated to this contract by One Hundred and Fifty Thousand Dollars ($150,000.00); to authorize the expenditure of $150,000 from the Northland and Other Acquisition Fund; and to declare an emergency.
