Explanation

BACKGROUND: This legislation authorizes the Director of Development to enter into a grant agreement with the Community for New Direction Incorporation, in an amount up to, $1,850,000.00, for property renovation to be used for youth and adult violence intervention, behavioral mental health and substance abuse use disorder outpatient therapy.

Community for New Direction Incorporation is a not-for profit organization, started in 1989, with a mission to empower individuals to achieve their potential through innovation programs and positive relationships. Since 1989 Community for New Direction Incorporation CND, has provided various programs and services to the Columbus Community. Some of the services include mental health & substance use disorder treatment, youth and young adult programs and violence prevention.

Columbus City Council, per ordinance number 3399-2024, on December 16, 2024, authorized the Director of the Department of Development to enter into a grant agreement, for $150,000.00, with Community for New Direction Incorporation for property renovations to be for mental health and substance abuse use disorder for outpatient treatment. The $150,000.00 grant was part of an overall commitment of $2 million towards the project.

Authorization is also requested to reimburse expenses associated with the initial expansion phase for general contractor costs and HVAC expenses incurred prior to the purchase order, starting January 1, 2023. Advancing funding per a pre-determined schedule is also requested.
Emergency Designation: An emergency exists as the payment per the commitment is due and is necessary for the improvement and expansion of the Community for New Direction facility.
FISCAL IMPACT: Funds in the amount of $1,850,000.00 are available for this project in the Development Taxable Bonds Fund 7739 within the Department of Development.

CONTRACT COMPLIANCE: The vendor number is 005361 and contract compliance expires on 07/22/2026.
