Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Utilities to enter into contracts with West Granville Road Owner, LLC (the Developer), for the lining of sewer lines for the OSU Airport East - McVey East and West Mainline and Lateral Rehabilitation project. This work will be performed at no cost to the City.

The Developer requested that Public Utilities allow the sanitary flows of the development area to enter the City's sanitary system. Public Utilities determined this would cause capacity issues, and it would be several years before a City project could be done to increase the capacity to accommodate this request. It was determined that installing cured in place pipe lining (CIPP Lining) would resolve the capacity issue. The Developer agreed to pay for the CIPP Lining work so the development could be added to the sanitary sewer system this year. Public Utilities agreed to this and developed plan number CC-20866 for the work. Work is planned to also include lining the portion of the sewer laterals (the sewer line going from the main City-owned sewer to a building) that resides within the public right-of-way and/or within the City easement area. CIPP Lining is a trenchless technology used to repair damaged pipelines. Instead of digging up the old pipe and replacing it, a resin-saturated liner is inserted into the existing pipe and then cured to form a durable, seamless new pipe inside the old pipe. This extends the lifespan of the pipelines by decades, increases the flow capacity, and reduces cost by using less labor without the need for restoration and excavation costs.

West Granville Road Owner, LLC, will select the contractor to perform this work. The choice of contractor is subject to Department of Public Utilities approval.
