Explanation
Background: This legislation authorizes the City to enter into a contract in an amount up to $92,164.45 for the Lincoln Street project and to pay construction inspection costs up to $30,228.00. This improvement details construction on Lincoln Street from North High Street to Pearl Street (see the attached map). The work involves sidewalks, tree grates, curbs, pavers and other associated work. The estimated Notice to Proceed date is May 1, 2006. This project is to be constructed by July 1, 2006. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange. Six bidders/suppliers were solicited (five majority, one minority) and five bids were received (five majority) and tabulated on October 6, 2005 as follows:

G & G Cement Contractors $92,164.45
G. Marchi and Son LLC. $120,088.75
Decker Construction Company $126,279.03
Columbus Asphalt Paving Inc. $160,802.20
Miller Pavement Maintenance, Inc. $179,335.73

Award is to be made to G & G Cement Contractors CC# 31-0924129 (expiration 12/18/2005), as the lowest, best, most responsive and most responsible bidder.

Fiscal Impact: The Transportation Division budgeted $170,000.00 in the 2005 Capital Improvements Budget for the Lincoln Street curbs and sidwalks project. Actual funds will be available under the Urban Infrastructure Program within the 1995, 1999 Voted Streets and Highways Fund as a result of the Fall 2005 bond sale. This ordinance authorizes an expenditure of $122,392.45.
