Explanation
BACKGROUND: The Columbus Health Department has been awarded a grant from the Franklin County Department of Job & Family Services. This ordinance is needed to accept and appropriate $99,995 in grant money to fund the Respite Care grant program.
The Respite Care grant program provides support for families to achieve stability by reducing barriers through outreach efforts. Services will reduce stress in households; provide infant stimulation; and assist mothers with tasks or care for other children so mothers can attend medical appointments or follow physician orders for bed-rest. This grant is for the period July 1, 2008 through June 30, 2009.
Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: This program is entirely funded by the Franklin County Department of Job & Family Services and does not generate revenue or require a City match.

To authorize and direct the Board of Health to accept a grant from the Franklin County Department of Job & Family Services in the amount of $99,995; to authorize the appropriation of $99,995 from the unappropriated balance of the Health Department Grants Fund; and to declare an emergency. ($99,995)

WHEREAS, $99,995 in grant funds have been made available through the Franklin County Department of Job & Family Services; and
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and
