Explanation
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into a contract with M&D Blacktop for Alum Crest, Moeller, and Smith Rd. Park Improvements.
Five bids were received by the Recreation and Parks Department on April 3rd, 2007 for the Park Improvements as follows:

Services will include asphalt, site furnishings, tree installations, fence installation, and drainage.
A contingency amount of $8,400.00 is being included in this project
Contract Compliance Number for M&D Blacktop 31-1131599.
Emergency action is necessary to allow project to be complete prior to summer park season.
Fiscal Impact:
$80,000.00 is budgeted in the Recreation and Parks Voted 1999/2004 Bond Fund to meet the financial obligation of this project.

WHEREAS, bids were received by the Recreation and Parks Department on April 3rd, 2007 and the contract for Alum Crest, Moeller, Smith Rd. Park will be awarded on the basis of the lowest and best responsive and responsible bidder; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract to allow work to be complete prior to summer season; now, therefore
