Explanation
Background: Ordinance 1774-2010, passed December 13, 2010, authorized the Director of Development to enter into a contract with ATC Group Services, Inc. for asbestos hazard evaluation services for properties owned by the City of Columbus within the Parsons Avenue Project for up to $10,695.00. Additional testing services were needed to ensure proper evaluation. Total cost for all services equals $11,625.00. An additional $930.00 will be needed.
Fiscal Impact: Funds are available within the Special Income Tax Fund, Fund 430, for this purpose.

WHEREAS, Ordinance 1774-2010, passed December 13, 2010, authorized the Development Director to enter into a contract with ATC Group Services, Inc. for up to $10,695.00 to evaluate the asbestos hazard in the properties owned by the City of Columbus within the Parsons Avenue Project; and
WHEREAS, the public bidding process resulted in the lowest and best bid being $10,695.00; and
WHEREAS, additional services by the contractor totaling $930.00 were necessary to ensure proper evaluation; and
WHEREAS, it is necessary to modify the ATC Group Services, Inc. contract by adding $930.00 bringing the new contract total to $11,625.00; and
WHEREAS, it is necessary to appropriate and expend $930.00 from the Special Income Tax Fund; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Development Director to modify the contract with ATC Group Services, Inc. so work and can completed and to avoid further delays in the progress of the Parsons Avenue project, thereby preserving the public health, peace, safety, and welfare; now therefore,...
