Explanation
BACKGROUND: The Department of Public Utilities entered into three contracts with Decker Construction Company for the Utility Cut and Restoration Project, which includes heat welding, asphalt repairs, and concrete repairs. These contracts were the result of Director's bids received in March 2005. Decker Construction Company was the only bidder for the heat welding and asphalt repairs, and was the lowest responsive, responsible, and best bidder for concrete repairs. The Division of Sewerage and Drainage requests authority to modify the contracts for heat welding, asphalt repairs, and concrete repairs. The need for these services has been greater than anticipated due to additional pavement repairs having to be made. It is requested that this Ordinance be handled in an emergency manner in order to retain their services without an interruption. The Contract Compliance Number for Decker Construction Company is 31-0983557. They do not have MBE/FBE status.
1. The amount of additional funds needed for these contracts is $300,000.00. The original contracts were established for $560,000.00. The total cost of the original contracts, the first modification, second modification, and this modification is $1,570,000.00.
2. The Division of Sewerage and Drainage budgeted $300,000.00 for fiscal year 2006 and is requesting to encumber additional funds in the amount of $300,000.00. Sewerage System Operating Fund 650 expenditures will be reprioritized in order to cover the deficit.
3. Work under this modification is a continuation of services included in the scope of the original bid contract.
4. The cost of this service is based on a quote from the vendor.
FISCAL IMPACT: The Divisions of Sewerage and Drainage allocated $300,000.00, respectively for these services in the 2006 budget. Transfer legislation (Ordinance 2016-2006) is in process for the transfer of needed funding from within the Sewerage System Operating Fund 650.
