Explanation
BACKGROUND: The Columbus Health Department has been awarded a grant from the Ohio Department of Health through the Centers for Disease Control. This ordinance is needed to accept and appropriate $2,256,342.00 in grant money to fund the Public Health Emergency Preparedness program for the period of August 10, 2009 through August 9, 2010.

The Public Health Emergency Preparedness program establishes the Franklin County/City of Columbus support network that would be required in the event of bioterrorism activity in the central region of the state of Ohio. It also allocates funding for H1N1 public health activities in central Ohio and the Cities Readiness Initiative.

This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible given the grant start date of August 10, 2009. Up to date financial posting promotes accurate accounting and financial management.


FISCAL IMPACT: The program is funded by the Ohio Department of Health and does not generate revenue. The program does require ancillary mileage monies from the City, which are budgeted and available.
