Explanation

BACKGROUND: The Columbus Health Department has been awarded the second half of CY2004 service contract for the Alcohol and Drug Abuse Outpatient Program, Prevention Services, Women's Set-Aside, Lifestyle Risk Reduction/Children of Alcoholics, and HIV Early Intervention Program totaling $478,020 from the Franklin County Alcohol, Drug Addiction and Mental Health Services Board (ADAMH). These grants enable the Health Department to continue to provide treatment, counseling and prevention services to men, women, children and families and the homeless population.

Emergency action is requested for the following reasons: to allow the financial transaction to be posted in the City's accounting system as soon as possible, up to date financial posting promotes accurate accounting and financial management, and to maintain the clients' continuity of care.

FISCAL IMPACT: The ADA grant service contract is primarily funded through the Franklin County ADAMH Board. The Alcohol and Drug Abuse Program will generate the following revenue: client fees in the amount of $8,000, Medicaid in the amount of $78,030, grant resources of $30,000, and the City will provide support of $76,500.
