Explanation

This legislation authorizes a modification to the design contract for the Morse Road project to include Phase II, the section of Morse Road from Karl Road to Cleveland Avenue. The project is being designed to encourage redevelopment and stabilize a vibrant community. This project includes the addition of a landscaped median, curb and gutter drainage, street side trees, sidewalks, bike lanes, streetlights and signal system upgrades as prescribed by the Morse Road Design Study adopted by City Council on December 11, 2000. This will improve the aesthetics of the corridor, encourage the flow of vehicular, pedestrian and bicycle traffic and invite redevelopment. A contract was entered with ms consultants, inc. to design the improvements for the corridor from Indianola Avenue to Cleveland Avenue (Phase I). It is in the City's best interest to modify this contract to design Phase II so that the construction may begin in 2007. This is the last anticipated modification for this design contract.

ms consultants, inc., contract compliance #34-6546916 (expiring July 26, 2005) was selected in accordance with Chapter 329 of the City Code that governs professional service contracts.

The original contract amount was for $965,000.00. The total for this modification is $1,351,464.45. The total of all modifications is $2,201,464.45. The total contract amount, including all modifications, is $3,166,464.45.

All funding needed for this contract modification exists in the 1995, 1999 Voted Streets and Highways Fund. There is $371,541.42 currently in the Morse Road Area Investment project; the balance, $979,923.03, is transferred from the Land Assemblange project within the fund to the Morse Road project within this ordinance. As a prerequisite for future Special Income Tax Fund certifications in lieu of a 2003 bond sale, the division must exhaust all its available cash within the 1995, 1999 Voted Streets and Highways Fund.
