Explanation
Background: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with HKI Associates, Inc., in the amount of $29,500.00 for professional architectural/engineering services to design additional interior office space, located at 2077 Parkwood Avenue, for the Division of Police. This facility will serve as a midwatch station. It will operate 24-hours a day, with 3 shifts of officers operating out of it. HKI Associates, Inc. will be responsible for the complete design program including, but not limited to, the engineering and design of the renovation of the warehouse area for office space.
A Request for Proposals was sent to the following firms: Abbott & Abbott Architects, Asebrook & Co. Architects, Braun & Steidl Architects, Inc., David C. Hughes Architects, David H. Jones Architects, HKI Associates, Inc. (MBE), Hardlines Design Company (FBE), Kabil Associates, Inc. (AS1), and Prime Engineering & Architecture, Inc. (FBE). The City received three proposals, from: HKI Associates, Inc. (MBE), Kabil Associates, Inc. (AS1), and Prime Engineering & Architecture, Inc. (FBE). Per City Code 329.11, the Project Manager and Management Analyst II recommended HKI Associates (MBE) to the Finance and Management Director. The Finance and Management Director agreed with this recommendation. HKI Associates, Inc. was selected based on their past work on behalf of the City. The cost of this contract was negotiated with HKI Associates, Inc. within the context of the available budget.
This ordinance also authorizes the transfer of $29,500.00 between projects within the Safety Voted Bond Fund as a temporary funding measure until bonds are sold to reimburse the Police Facility Renovation - Lease Project and amends the 2007 Captial Improvement Budget, ordinance #0733-2007, to reflect the expenditure of this project.
