Explanation

Background: This legislation authorizes and directs the Finance Director to issue a purchase order to Ohio Cat of Columbus for a rebuilding to BT-16411, a 1994 Caterpillar Articulating Wheel Loader owned by the Sewerage & Drainage Division. Ohio Cat has provided Fleet Management with a written estimate. This service rebuild strips the vehicle down to the frame and replaces all wiring, hydraulics, controls, pumps and drive train components with remanufactured exchange components providing a new vehicle with a 2000 hour / 1 year all parts and labor warranty. Useful life of this loader ranges between 10,000 and 15,000 hours. This particular loader has 19,000 hours of service. A complete replacement of a wheel loader would cost an estimated $333,000.00. Therefore this legislation is to authorize and direct the expenditure of $126,145.30 from the Fleet Maintenance Fund, and to declare an emergency. ($126,145.30). Contract Compliance No. 34-0672362; expiration date 06/05/2006.

Fiscal Impact: Fleet Management budgets annually for repair services, however, significant repairs and rebuilds may require a supplemental appropriation later this year. These expenditures are offset by invoicing Sewerage & Drainage Division for this repair.
