Explanation
Background: This project is part of the City's Neighborhood Pride effort to make our communities safer and cleaner throughout Columbus by resurfacing existing roadways and upgrading ADA curb ramps. This legislation authorizes the City to enter into a contract in an amount up to $923,661.49 for the Resurfacing 2007 Neighborhood Pride, 1616 Dr. A project and to pay construction inspection costs up to $89,366.15. This improvement consists of planing, asphalt overlay, concrete curb ramps, and such other work as may be necessary to complete the contract in accordance with the plans and specifications. The estimated Notice to Proceed date is November 2007, and a project completion date of May 31, 2008. The project was let by the Transportation Division and was advertised in the City Bulletin, Dodge Reports, and by the Builders Exchange. 6 bidders/suppliers were solicited (6 majority, 0 minority) and three (3) bids were received (3 majority, 0 minority) on September 20, 2007 and tabulated on September 24, 2007 as follows:

Award is to be made to Strawser Paving Company, Inc. c.c. #31-4412354 (expiring 3/7/09), as the lowest, best, most responsive and most responsible bidder.
Emergency action is requested so that construction may begin in November 2007, with concrete work (weather dependent) to be completed in the November to April, 2008 time frame, and final resurfacing to be completed by May 31, 2008.
Fiscal Impact: This portion of the project is budgeted in the 2007 Capital Improvements Budget. This ordinance certifies $1,013,027.64 from the Special Income Tax Fund as a temporary measure until the next bond/note sale occurs, at which point that Fund will be reimbursed.
