Explanation
1. BACKGROUND
To authorize the Director of the Department of Public Service to execute those documents necessary for the City to grant a Revocable Encroachment Easement to Virginia A. Black-Woods for existing concrete retaining walls at 269 N Wheatland Avenue.

The Department of Public service is engaged in the Wheatland Avenue Improvements project. The project will consist of converting the roadway to two-way traffic and needed widening to provide for a parking lane on the west side. Improvements will consist of new curbs, sidewalks, storm sewer, electric distribution relocation, and street lighting.

The owner of the concrete retaining walls, Virginia A. Black-Woods N/K/A Virginia A. Black at 269 N Wheatland Avenue, Columbus, Ohio 43204 (parcel 010-011883), has requested that the City grant a Revocable Encroachment Easement to allow a portion of concrete retaining walls (0.0020 acres) to remain on City property within existing right-of-way. The existing concrete retaining walls were identified to be encroaching into the right-of-way while reviewing the construction plans for the project. The concrete retaining walls are not impacting any functionality of the right-of-way. Granting these encroachment easements is needed in order for the City of Columbus to clear the right-of-way for this project.

The following ordinance authorizes the Director of the Department of Public Service to execute documents necessary to grant a Revocable Encroachment Easement for the existing concrete retaining walls.

2. FISCAL IMPACT
There is no fiscal impact to grant this Revocable Encroachment Easement.
