Explanation
The City of Columbus, Public Service Department, Transportation Division is engaged in the development of a comprehensive Bikeway system throughout the City. Currently, a project is being designed to link the Alum Creek Path to the I-670 Path. This legislation authorizes a modification to the Transportation Division's existing design contract with Burgess & Niple for the General Engineering Bikeway project. This contract modification is necessary to update plans to current guidelines, incorporating ADA features.
This modification is an addition to the original scope of services but is a continuation of the existing work being performed and it would not be practical to contract with a different consultant.
Burgess & Niple (contract compliance #31-0885550, expires December 12, 2005) was selected in accordance with Chapter 329 for professional service contracts. We have negotiated new hourly rates for this modification because the current contract is six (6) years old. Costs have increased by approximately three percent (3%) per year for the past eight years. The overhead rate and percentage of profit from the original contract were used because they are still valid.
The original contract , EA012949-002 & 004, in the amount of $250,000.00 was authorized by Ordinance 1690-99 passed July 12, 1999, executed July 28, 1999 and was approved by the City Attorney August 3, 1999. The contract was modified and increased by $50,000.00 for work involving the Longrifle Road traffic calming project. as authorized by Ordinance 1148-2004, passed July 19, 2004, executed on December 20, 2004 and approved by the City Attorney on January 6, 2005. The total of all modifications including this one is $90,000.00. The contract amount including all modifications is $340,000.00
