Explanation
1. BACKGROUND:
This legislation authorizes the Director of the Department of Public Utilities to enter into contract with the Ohio State University Research Foundation. This contract will provide $100,000.00 from the Voted Sanitary Bond Fund for sponsorship of the Treatment of Sanitary Sewer Overflows-Using Remote Fixed Film Wastewater Treatment Systems Project.

The goal of this project will be to develop and evaluate an immediate, simple system to treat sanitary sewer overflows. This project will team the resources of the City and The Ohio State University in finding new and affordable ways to solve pressing environmental concerns.

2. FISCAL IMPACT:
The Division of Sewerage and Drainage has budgeted $100,000.00 for this expenditure within the 2006 Capital Improvements Budget, and has funding available from the City's most recent bond sale.

WHEREAS, the Division of Sewerage and Drainage of the Department of Public Utilities has determined it necessary to address long-standing sewer system overflows from its sanitary collection system, and desires to enter into an agreement with the Ohio State University Research Foundation to evaluate the effectiveness of a Fixed Film Bioreactor for treating sanitary sewer overflows; and

WHEREAS, the Ohio State University Research Foundation, through the Department of Agricultural Engineering, will provide the technical planning and construction of a site to determine the effectiveness of treating wastewater with a fixed film bioreactor; and
