Explanation

Article 32.3 of the Collective Bargaining Contract with the American Federation of State, County, and Municipal Employees (AFSCME), Ohio Council 8, Local 1632, requires that any modifications to the contract be agreed between the parties. Memorandum of Understanding #2003-03 has been executed by the parties to provide for an alternative work schedule for the Cashiers at the Parking Violations Bureau.

The passage of this ordinance indicates Council's acceptance of Memorandum of Understanding #2003-03, a copy of which is attached hereto as Attachment 1.

Emergency action is recommended in order to begin the new schedule as soon as possible.

Sufficient funds are available to implement the terms of the Memorandum of Understanding; in fact, the acceptance of this Memorandum of Understanding will save approximately $20,000-$30,000 per year.

WHEREAS, representatives of the City and American Federation of State, County and Municipal Employees (AFSCME), Local 1632, entered into Memorandum of Understanding #2003-03, a copy of which is attached hereto as Attachment 1, to provide for an alternate work schedule for Cashiers at the Parking Violations Bureau; and

WHEREAS, it is immediately necessary to amend the Collective Bargaining Contract between the City and AFSCME, Ohio Council 8, Local 1632, by accepting Memorandum of Understanding #2003-03 thereby preserving the public peace, property, health, safety, and welfare; Now, Therefore
