Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into a $60,000.00 Guaranteed Maximum Cost Agreement with the Columbus Association for the Performing Arts (CAPA) for a feasibility and construction assessment of the Lincoln Theatre, located at 769 East Long Street. CAPA has agreed to act as fiscal agent and contract administrator on behalf of the City of Columbus in working with the Columbus Children's Theatre (CCT) and the King Lincoln Redevelopment Corporation to determine the scope and costs of alterations and additions required to provide a modern functional facility. Concurrent with this assessment, the King Lincoln Redevelopment Corporation is in negotiations with Columbus Children's Theater (CCT) for use of the third floor of the Lincoln Theatre facility as administrative and rehearsal space.
This study will establish the cost and specifications associated with renovating the existing facility into a fully functional theatrical facility. The cost of the assessment will be $60,000.00 and is anticipated to be completed within three months after a notice to proceed is issued.
Emergency action is requested so that the contractor will be able to complete the feasibility study quickly so that the building will operate more quickly, thereby bringing revenue to the City.
FISCAL IMPACT: The Facilities Management Division budgeted $750,000.00 in the 2004 Capital Improvements Budget for City Facilities Studies. This ordinance authorizes an expenditure of $60,000.00.
