Explanation
Background:
This ordinance will enable the Director of Recreation and Parks to accept a grant and enter into agreement with the Ohio Department of Natural Resources, Clean Ohio Trails Fund, and provide for the appropriation of said funds to the Recreation and Parks Grant Fund. Funding has been awarded to construct the Alum Creek Trail, from Innis Park to Sunbury Road. The funds will be used as part of the construction funding for the project. The target completion date for this project is April, 2010.
A Clean Ohio Trails Fund grant for a 2.2 mile section of the Alum Creek Trail, Innis Park to Sunbury Road, was awarded to Recreation and Parks. This grant provides funds for construction of an asphalt trail, bridges, and culverts.
Total project cost estimated to be $3.4 million dollars. The total grant amount from ODNR Clean Ohio Trails Fund is $400,000. The required local match will be provided from Recreation and Parks Capital Improvement Funds, Voted 1999/2004 Bonds.
This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible. Emergency action is also necessary to have funding available for necessary expenditures.
