BACKGROUND: The Public Safety Department seeks to improve the efficiency and effectiveness of delivering similar and associated public communication services to the citizens of Columbus. Therefore, this ordinance authorizes the Public Safety Director to enter into a professional services contract with Winbourne Consulting LLC to conduct a study and make recommendations on a work schedule, training, civilianizing the City's Fire Alarm Office (FAO) and combining its operations with the Police Communications Bureau, Public Service 311 Service Center, and the Public Safety Neighborhood Camera viewing project, into one organizational structure.
Winbourne Consulting LLC was one of five companies that responded to the RFSQ (SA005325) on March 27, 2014, for a 911 Dispatch Center consultant. Winbourne Consulting was one of three offerors invited back to make an oral presentation and introduce key team members before an evaluation committee consisting of representatives from the Department of Finance and Management, Construction Management, and Public Safety, over two days on May 1st and 6th, 2014. These proposals and presentations were received and evaluated in accordance with section 329.13 of the City Code.
The five firms that submitted proposals on March 27, 2014 were:

Concepts To Operations, Inc.
Winbourne Consulting, Matrix Consulting, and L.R. Kimball were the three firms invited to present their proposal and introduce key team members to the evaluation committee. Winbourne Consulting LLC and Matrix Consulting Group were the highest ranked consultants recommended by the evaluation committee to the Safety Director.
Emergency action is requested due to the need to have a plan in place to hire and train personnel as soon as possible to staff the consolidated organization.
