BACKGROUND: This legislation authorizes the Finance and Management Director to establish two Universal Term Contracts (UTCs) for the option to purchase Paint, Coatings, Finishes, and Tools with PPG Architectural Finishes, Inc. and The Sherwin-Williams Company. The Division of Facilities Management is the primary user for paint and paint supplies. Paint and paint supplies are used to paint interior and exterior surfaces throughout the City of Columbus. The term of the proposed option contracts would be approximately three (3) years, expiring October 31, 2026 with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on September 21, 2023. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO002253.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.18 relating to competitive bidding (Request for Quotation No. RFQ025639).Three (3) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

PPG Architectural Finishes, Inc. CC# 001964 expired 10/25/2023, All Items, $1.00
The Sherwin-Williams Company, CC#006419 expires 9/21/2025, All Items, $1.00
Total Estimated Annual Expenditure: $150,000, Division of Facilities Management, the primary user.

Emergency Designation: The Finance and Management Department respectfully requests this legislation be considered an emergency ordinance because the current contract expired on October 31, 2023.

These companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
