Explanation
BACKGROUND: The purpose of this legislation is to authorize the appropriation and transfer of $266,564.68 from the Special Income Tax Fund, Fund No. 430, to the Voted 1999 Street Lighting and Electricity Distribution Improvements Fund, Fund No. 553, Glenbrook Street Lighting Project, and to authorize the Director of Public Utilities to enter into a contract to install a street lighting system using wood poles and overhead lines for the area known as Glenbrook.
The bid opening was advertised in the City Bulletin and five responsive bids were received and opened by the Director of Public Utilities on March 10, 2004. Four bids were from majority business enterprises and one was from a certified emerging female business enterprise. The bids have been evaluated and an award is recommended to Vaughn Industries, LLC, a majority business enterprise, as the lowest responsive bid received, in the amount of $233,296.68. Their contract compliance number is 364381623. A bid tabulation is attached.
In addition, approval is requested for the expenditure of $33,268.00 to pay the estimated construction inspection costs to the Transportation Division.
Emergency action is requested in order that the contract may be executed and construction may be completed during the 2004 construction season.
FISCAL IMPACT: This method of funding is a temporary measure until the City sells notes or bonds to fund this capital improvement project. The Glenbrook Street Lighting Project is in need of $266,564.68 in funding from the Special Income Tax Fund, $266,564.68 will be made available to the Voted 1999 Street Lighting and Electricity Distribution Improvements Fund.
