Title: To authorize the City of Columbus, Department of Development to accept and execute a reimbursable grant of $5,600,000.00 from the U.S. Department of Housing and Urban Development (HUD); to authorize the appropriation of $5,492,634.66 and expenditure of $3,140,709.66 by the Director of the Department of Development; to authorize the appropriation of $121,475.00 by the Health Commissioner of Columbus Public Health; to authorize the expenditure of all funds the effective date of the grant; to amend the 2019 Capital Improvement Budget; to authorize the transfer of funds within the Housing Preservation fund; to authorize the transfer of funds within the Gov’t Build America Bonds fund; to authorize the transfer within the Northland and Other Acquisitions fund; to authorize the expenditure of up to $1,000,000.00 from a combination of the Housing Preservation fund, Gov’t Build America Bonds, and the Northland and Other Acquisitions fund; and to declare an emergency. Explanation
BACKGROUND: This ordinance authorizes the City of Columbus, Department of Development to accept and execute a reimbursable grant up to $5,600,000.00 from the Lead Hazard Reduction Demonstration (LHRD) Program with the Office of Lead Hazard Control and Healthy Homes of the U.S. Department of Housing and Urban Development (HUD). The grant will be utilized by the Department of Development and Columbus Public Health.

The legislation also authorizes the appropriation and expenditure of the grant by the director of the Department of Development and the Health Commissioner in Columbus Public Health; authorizes the expenditure of the grant funds effective the first day of the grant; authorizes the expenditure of up to $1,000,000.00 in various Development bond funds as a local match for the grant; and authorizes the appropriation and expenditure of $14,109.66 of program income deposited into the 2019 LHRD grant that is the result of current and prior year Bureau of Workers’ Compensation Rebates that had not been previously returned to prior year LHRD grants.

Total appropriation is $6,614,109.66.

The funds - grant, match funds, and program income - will allow the Lead Safe Columbus Program to provide property owners with grants for lead safe, healthier, affordable housing for families with low and moderate income under HUD guidelines. The program provides lead abatement and healthy homes activities in accordance with HUD guidelines, including but not limited to, lead paint level testing, risk assessments, lead hazard control and healthy homes interventions and clearance tests as well as outreach, education and training.

This legislation is submitted as an emergency to allow the program’s activities to begin the day the grant is effective.
