Title: To authorize the Director of Public Safety to enter into a contract with Big Ambition Racing LLC, DBA National Trail Raceway for the rental of their facility; to waive the competitive bidding provisions of Columbus City Code; to authorize the expenditure of $60,000.00 from the Special Revenue Fund entitled the Police Continuing Professional Training Fund; and to declare an emergency. Explanation

BACKGROUND:
The Division of Police Training Academy is required to provide a Driver Training Course as part of the Ohio Peace Officers Basic Training. The Program consists of both state required courses as well as City required courses to include but not limited to: Apex, Controlled Braking, Controlled Weave, Dynamics Park, Evasive Maneuver, Shuffle Steering, Road Course, Pursuit Course (with Scenarios), Swoop, and High Risk Stops. The space needed to complete these training programs safely consists of approximately 11-13 acres of unobstructed paved area. The facility located in Hebron, Ohio and owned by Big Ambition Racing LLC, DBA National Trail Raceway, is able to meet these needs. Their facility consists of a parking lot of approximately 10 acres in width and length and two other lots of approximately 3 acres. Big Ambition Racing LLC has the availability to meet the needs of the Division for the six weeks needed to complete this training in 2025.

BID INFORMATION: The Division of Police requests to waive the competitive bidding provisions of the Columbus City Code to rent the facility due to its compatibility with the Division’s training schedule within the time frame needed to meet the state requirements for the Recruits to take the state examination and graduate as Sworn Officers.

CONTRACT COMPLIANCE: CC-028624; Vendor is in the process of updating and will be completed prior contract signing.
This company is not debarred according to the System for Award Management of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
Emergency Designation: Emergency legislation is requested so that the Division of Police may immediately enter into a contract to obtain the rental of the facility to meet the requirements of the training of recruits and the mandated driver training courses.
