Explanation
This legislation authorizes a modification to the existing Hilliard-Rome Road project design contract with DLZ Ohio, Incorporated, (formerly Dodson-Stilson, Incorporated). This project is being designed to reconstruct and widen Hilliard-Rome Road from Westchester Woods Boulevard to south of Roberts Road. The total project length is 1.19 miles.
The contract modification is necessary to provide additional design services to update plans from 1997 specifications to 2005 specifications, incorporate additional comments received on right-of-way and roadway plans, fulfill ramp design requirements, design two additional traffic signals, provide drainage plans not in the original design scope, provide storm water pollution prevention plan, and edit the field survey.
This modification is an addition to the original scope of services but is a continuation of the existing work being performed and it would not be practical to contract with a different consultant.
DLZ Ohio, Incorporated (formerly Dodson-Stilson, Incorporated), contract compliance #31-1268980 (expires May 2, 2008) was selected in 1998 in accordance with Chapter 329 for professional service contracts. We have negotiated new hourly rates for this modification because the current contract is seven (7) years old. Costs have increased by approximately three percent (3%) per year for the past eight years. The overhead rate and percentage of profit from the original contract were used because they are still valid.
The original contract amount was $438,862.00. The total of this and all modifications is $303,734.00. The contract amount including all modifications is $742,596.00.
Fiscal Impact: This is a City/State/Federal participation project. The City will pay one hundred percent (100%) of the total design costs for this portion of the project from City funds.
