Title: To authorize the Director of the Recreation and Parks Department to execute an intergovernmental agreement with the Regional Council of Governments for the Central Ohio Area Agency on Aging, to authorize a transfer of cash between objects within the Recreation and Parks Grant Fund, to authorize the appropriation and expenditure of $3,776,868.44 from the Recreation and Parks Grant Fund, and to declare an emergency. Explanation
Background:This ordinance authorizes the Director of the Recreation and Parks Department to execute a third and final intergovernmental agreement with the Regional Council of Governments for the Central Ohio Area Agency on Aging and transfer the amount of $3,776,868.44.
Prior agreements as authorized by 1928-2025 and 2606-2025.
This transfer is in accordance with Ohio Revised Code Section 167.06 relating to intergovernmental transfers. The Regional Council of Governments for the Central Ohio Area Agency on Aging (“COG-COAAA”) is a Regional Council of Governments serving Delaware, Fairfield, Fayette, Franklin, Licking, Madison, Pickaway, and Union counties.
The mission of Area Agencies on Aging (AAA) is to inform and support people as they navigate the experience of aging or disability.
This funding transfer will close out and finalize the city held COAAA grant accounts for the newly established COG-COAAA. This intergovernmental transfer will enable the Regional Council to continue new operations for 2026, thereby preventing any delay in meeting said obligations as a part of the City COAAA to COG-COAAA transition.
Emergency Justification: Emergency action is requested to allow the funding transfer to be completed as soon as possible in order to continue senior servics uninterupted and as a result of the full tranition to the council of governments-COAAA.

Fiscal Impact: $3,776,868.44. A transfer of cash in between objects within the Recreation and Parks Grant Fund is needed to align appropriation with the proper object classes.
