Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a grant agreement with the Columbus Literacy Council for workforce development and literacy activities. The grant will provide a total of $93,255.00 to continue the provision of these services for a one year period. The Literacy and English as a Second Language (ESL) classes promote work force development and literacy.
This legislation represents a program funded following the Emergency Human Services (EHS) application process as well as the Department of Development's application and evaluation process for General Fund assistance. In addition to $23,232.00 in EHS funds, the Literacy Council will receive $69,993.00 in General Funds for a total of $93,225.00 in City support.
Emergency action is necessary to avoid causing interruptions in the delivery of program services.
FISCAL IMPACT: This ordinance authorizes the expenditure of $23,232.00 in EHS funds and $69,993.00 in General Funds, for a total of $93,225. In 2011, a total of $901,444.00 in Emergency Human Services Funds and $2,715,908.00 in General Funds have been allocated to fund social service programs. Companion legislation authorizes the expenditure of the balance of the funds.
