Explanation
BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a contract for the installation of a street lighting system with underground wiring under the assessment procedure. Property owners have submitted a petition for a high pressure sodium street lighting system with ornamental poles and underground wiring for the Madison Mills Subdivision. This legislation also authorizes the transfer of funds from the Voted 1995 and 1999 Street Lighting and Electricity Distribution Improvements Fund for the City's share in the cost of installing the street lighting system and amends the 2004 Capital Improvements Budget to reflect the transfers.
The Madison Mills Subdivision includes: Marsha Drive, Wintercress Court, Millrace Road, Chaney Place, Barley Circle, Bonne Circle, Bayberry Circle, Briarbush Drive, Briarbush Court, Poppyseed Court, Buggy Whip Lane, Moonlight Lane, Planters Court, Buckwheat Court, Plateau Street, Oldentime Court, Springtime Court, Wintertime Drive, Bartle Drive, Four Seasons Drive, Millview Drive, Millview Court, Acres Drive, Thimbleberry Road, Greenery Drive and Millstone Road from Williams Road to Millview Drive.
Resolution No. 363X-2003, adopted November 17, 2003, authorized the preparation of plans and specifications. Emergency declaration of necessity, Resolution Number 074X-2004 was adopted April 19, 2004. Ordinance Number 1845-2004, determining to proceed, was passed November 15, 2004.
Three bids were received and opened by the Director of Public Utilities on February 23, 2005. The Division of Electricity recommends an award to Jess Howard Electric Company, in the amount of $406,862.00, as the lowest responsive and responsible bid received. Their Contract Compliance Number is 314405752.
