Explanation
BACKGROUND: This ordinance authorizes the Public Safety Director to enter into contract with Leads Online LLC for access to the company's Automated Scrap Materials and Used Goods Transaction Information Management System. The company will maintain records from all participants operating as licensed scrap metal facilities located in the continental United States and make the information available to the Columbus Division of Police for investigative searches for stolen goods, especially scrap metal.
Ordinance 0441-2007, passed in July 2007, amended Columbus City Codes to provide licensing and regulation of scrap metal dealers and ensure that motor vehicles and metal sold as scrap are legitimately owned by the seller. This ordinance is to contract with a company that owns a scrap metal management system that will assist the Division of Police with transaction information and allow secure access to facilitate investigations and the recovery of stolen property. The system will facilitate the correlation of reported thefts with commercial transactions of stolen or similar materials and enable apprehension.
The term of this contract shall be from December 1, 2008 to December 1, 2009 and shall not exceed a maximum of $41,288.00.
This ordinance also appropriates $41,288 within the Photo Red Light Fund. This fund was established in 2005 through ordinance number 1015-2005 to receive deposits of revenue generated by the photo Traffic Enforcement Program. Proceeds from this source are earmarked for expenditures related to Public Safety Initiatives.
Bid Information: The Purchasing office advertised a bid for Automated Scrap Metal and Used Goods Transactions Information Management System SA002924, which opened on May 27, 2008. Two companies responded, Business Watch International and Leads Online LLC. Leads Online LLC met all the specifications and was the most responsible, responsive and best bidder.
